State agency tasked with licensing and regulating the sale and distribution of alcoholic beverages.
The Problem
The client required assistance in modernizing their legacy Alcohol and Licensing Registration systems. This initiative addressed multiple issues, including legacy systems that were at or near end-of-life, manual processes, and duplicative workloads that significantly limited the efficiency and effectiveness for client staff and the alcoholic beverage industry.
The Solution
The client utilized Loblolly as their Program Management Oversight vendor to manage the complex modernization programs that would be delivered via other multi-sourced vendor contracts. The scope of Program Management Oversight services included coordination and management activities across all delivery phases for the following projects within the modernization program initiative. These will be delivered by other service providers via separate contracts:
- Alcohol Industry Management System
- Ports of Entry
- Enterprise Data Solution
- Ports of Entry Devices & Accessories
- Excise Tax Automation
- Public Website Redesign
- Marketing Labels Approval
- Self-Inspection (Web-based or App)
- Case Management for Audit and Enforcement
- Any Resource Gaps Identified During the Initiative Implementation Efforts
The Results
This multi-year project is currently ongoing, on track, and under budget.

The agency’s overarching goals include providing a high level of governmental services to the industry and citizens of the state, added value and performance for all technology workflows and integrations, an enhanced customer experience for industry, and an enhanced level of employee efficiency and effectiveness.
